基于Vague集决策方法的区域应急动员合作基础评价Evaluation research on cooperative basis of regional emergency mobilization based on vague set decision method

摘要(Abstract):
从合作主体面临的初始要素、环境要素和中心性要素3个方面进行分析,构建了区域应急动员中地方政府的合作基础评价指标体系;采取基于Vague集理论的含有语言指标的多准则决策方法进行分析和评判,构建了决策方法评价模型。基于以上评价指标和评价模型,选取京津冀、长三角、粤港澳大湾区、成渝4个典型城市群政府应急合作的基础进行比较分析。结果表明,长三角城市群在合作初始要素、环境要素、中心要素方面均有较高得分,在各城市群中具有最优的应急动员合作基础。研究表明,采用的基于Vague集决策理论的评价方法具有科学性和适用性,研究结论与实践经验匹配,可以为今后区域应急动员合作的评估提供依据。
